Kittelson & Associates, Inc. (KAI) will develop a new Montana Department of Transportation (MDT) Safety Engineering Manual to meld MDT specific processes and procedures with overall FHWA national guidance and requirements for the planning, implementation, and evaluation of the Highway Safety Improvement Program (HSIP) to further MDT’s capacity to make informed and effective safety infrastructure investment decisions.

This project will include two phases, Phase I: Develop Annotated Outline for New Safety Engineering Manual and Phase II: Develop New Safety Engineering Manual. Phase I consists of the following tasks:

•Task 1: Project Management

•Task 2: Develop Manual Table of Contents and White Paper Topic List

•Task 3: Develop White Papers and Annotated Outline of New Manual

•Task 4: Develop Actual Sample Chapter

Upon MDT approval of Phase I deliverables, KAI will develop a scope of work for Phase II which would consist of developing a new Safety Engineering Manual based on the annotated outline accepted by MDT in Phase I.
